NASWD sets targets for the skills Australians achieve through the Vocational Training System (VET) and reform commitments to ensure that the system is accessible, generates quality services and works effectively. The NASWD contains indicators and performance targets to track progress. To improve accountability, the Agreement should clarify the roles and responsibilities of governments. Together, these commitments should create an effective partnership between governments in defining and monitoring the provision of vocational training services. This study assesses the progress made by governments in the fight against THE NASD and assesses whether the agreement remains an effective long-term framework for government policy and cooperation. In Budget 2017, Canada announced a commitment to simplify and relax three agreements on the transmission of labour market information (labour market agreements for people with disabilities, agreements on the Canadian Employment Fund and the targeted initiative on older workers agreements) by consolidating them into new labour development agreements.
